RA 9444 declares the Atulayan Island of the Municipality of SagAay, Province of Camarines Sur as a national tourism zone.
The Department of Tourism (DOT) and its attached agencies, and the Partido Development Administration (PDA), are required to coordinate in formulating the tourism development plan.
The plan must be consistent with, or may be integrated into, the national tourism master plan of the DOT.
The plan must protect and enhance the natural features and cultural heritage of the tourism zone while providing sustainable economic opportunities for the local community.
The PDA and relevant municipalities must utilize their powers under Republic Act No. 7820, as amended, and the Local Government Code, respectively.
They may provide necessary technical and financial assistance for tourism infrastructure and skills development.
The DOT and its attached agencies may promote the tourism zone, both locally and internationally, when practicable.
They must create a forum allowing the private sector, NGOs, and other interest groups to interact with government to encourage investment and a culture of tourism.
The DOT is responsible, and it must consult the PDA and the local government concerned before adopting appropriate rules and regulations and entering into agreements.
It takes effect after fifteen (15) days following completion of its publication.
Section 2 states that until comprehensive legislation rationalizing the national tourism program is adopted, specified principles govern planning, development, promotion, and management of the tourism zone.
