The CESB is the governing body created under Article IV, Part III of the Integrated Reorganization Plan, tasked with promulgating rules, standards, and procedures on the selection, classification, compensation, and career development of members of the Career Executive Service (CES).
CESB initially adopted a four-stage CES eligibility examination process consisting of: 1) Management Aptitude Test-Battery (MATB); 2) Assessment Center; 3) Performance Validation; and 4) Final Interview.
Resolution No. 368 changed the order of the examination process by placing the Final Interview stage ahead of the Performance Validation stage.
The CEO Examination is a united third-level examination system jointly adopted by the CESB and the Civil Service Commission, with a four-stage process: 1) Written Examination; 2) Assessment Center; 3) Interview; and 4) Performance Validation, leading to Career Executive Officer eligibility.
CESB Resolution No. 720, dated February 21, 2008, declared that the Performance Validation stage and the Interview stage will be the third and fourth stages, respectively, in the CES eligibility examination process.
CESB decided this arrangement to enable the interviewer to give the candidate necessary feedback on the candidate’s performance in the earlier stages and on other developmental needs, improving the interview's efficacy.
The Civil Service Commission must be furnished a copy of CESB Resolution No. 720 for its information and guidance.
The examination process aims to assess and select qualified candidates for membership in the Career Executive Service, ensuring standards in selection, classification, compensation, and career development.
The four stages are: 1) Management Aptitude Test-Battery (MATB); 2) Assessment Center; 3) Performance Validation; and 4) Interview.
The CESB was created under Article IV, Part III of the Integrated Reorganization Plan, implemented by Presidential Decree No. 1 dated September 24, 1972, as amended.
