The main purpose of Executive Order No. 42 is to declare certain municipal districts in the Philippines as municipalities effective July 1, 1962.
Municipal districts are declared as municipalities if they have realized an average annual revenue of more than four thousand pesos for the last four consecutive fiscal years ending June 30, 1962, as certified by the General Auditing Office.
They are classified as fifth class municipalities, which is equivalent to seventh class pursuant to Republic Act Numbered 2368.
The General Auditing Office certifies the average annual revenues.
The declaration takes effect beginning July 1, 1962.
The present elective municipal district officials shall continue as officials of the newly declared municipalities until new officials are elected and qualified in the next general elections.

Salvador L. Mariao was the Executive Secretary who signed the order.
Only those municipal districts that meet the revenue criteria of more than four thousand pesos average annual revenue for four consecutive years and are certified by the General Auditing Office are declared as municipalities.
The order specifically declares the listed municipal districts as fifth class municipalities, which under Republic Act 2368 equates to seventh class, but it does not change other aspects of classification beyond this.
