The purpose is to institutionalize barangay assembly day nationwide to ensure transparency, responsiveness, accountability, and participation at the barangay level, and to provide the elected barangay officials the opportunity to meet their constituents and discuss plans and reports.

Sections 397 and 398 of the Local Government Code of 1991 (RA 7160) require that a barangay assembly day be held twice a year.

The barangay assembly day should be held to hear and discuss the semestral report of the sangguniang barangay concerning its activities and finances, as well as problems affecting the barangay.

Proclamation 342, dated March 18, 2003, declared the first Saturday of March and the third Saturday of October each year as synchronized Barangay Assembly Days.

It was not held due to its proximity to the October 25, 2010 Synchronized Barangay and Sangguniang Kabataan Elections.

City and municipal mayors were enjoined to ensure compliance by all barangays within their jurisdiction and to maximize participation by making rounds of barangay assemblies.

It is a major component program of the Biyaheng Pinoy: Tapat na Palakad, Bayang Maunlad launched by the Department of the Interior and Local Government.
