Executive Order No. 42 declared several municipal districts in the Philippines as municipalities based on specific criteria, with the current officials continuing to serve until new officials were elected in the next general elections.

It is based on Section 2 of Republic Act No. 1515, which allows certain municipal districts, upon meeting specified revenue requirements, to be declared municipalities.

Each listed municipal district must have realized an average annual revenue of more than Four Thousand Pesos for the last four consecutive fiscal years ending June 30, 1962, as certified by the General Auditing Office.

They are considered municipalities beginning July 1, 1962.

Although issued on June 25, 1963, it declares the municipalities effective beginning July 1, 1962.
