The PPA is mandated to establish, develop, regulate, manage, and operate the port zone, including implementing programs for zoning, planning, development, and utilization consistent with regional industrial plans.

All prior issuances, orders, rules, and regulations inconsistent with this Executive Order are repealed, amended, or modified accordingly.
