The President of the Philippines, by virtue of the powers vested in him by law, issued the Executive Order establishing the Port Zone of Ormoc.

The Philippine Ports Authority (PPA) is placed under administrative jurisdiction over the Ormoc Port Zone.

The objective is to promote development through the dispersal of industries and commercial activities throughout the different regions by ensuring proper zoning, planning, development, and utilization of the port.

The territorial jurisdiction is delineated by specific geographic coordinates and points forming a boundary encompassing a total area of approximately 353,092 square meters in Ormoc City, Leyte.

The total area of the Ormoc Port Zone is three hundred fifty-three thousand ninety-two square meters (353,092.00), more or less.

The PPA is mandated to establish, develop, regulate, manage, and operate the port in accordance with regional industrial plans and to implement proper zoning, planning, development, and utilization programs for the port.

All issuances, orders, rules, regulations, or parts thereof which are inconsistent with this Executive Order are repealed, amended, or modified accordingly.

The separability clause ensures that if any provision of the Order is declared invalid or unconstitutional, the other provisions not affected shall remain valid and subsisting.

It took effect immediately upon publication in a newspaper of general circulation.

It aims to redirect and reorganize port administration to support full development of port districts and promote regional development through industrial and commercial dispersal.
