EO No. 102 declares and delineates the Cawayan Port Zone and places it under the administrative jurisdiction of the Philippine Ports Authority (PPA). The Cawayan Port Zone is placed under the administrative jurisdiction of the Philippine Ports Authority (PPA).
The PPA must implement a program for proper zoning, planning, development, and utilization of the port, consistent with the regional industrial plans of the government.
It must be exercised consistent with the regional industrial plans of the government, meaning PPA’s zoning/planning/development actions should align with those broader government industrial planning frameworks.
It repeals, amends, or modifies issuances, orders, rules, regulations, or parts thereof that are inconsistent with EO No. 102.
If any provision is declared invalid or unconstitutional, the remaining provisions not affected by the invalidity continue to be valid and subsisting.
It takes effect immediately upon publication in a newspaper of general circulation.
