The main purpose of Executive Order No. 94 is to declare and delineate the Balbagon Port Zone in Mambajao, Camiguin, and place it under the administrative jurisdiction of the Philippine Ports Authority (PPA) for port facility development and management.

The Balbagon Port Zone contains an area of approximately 186,859 square meters, more or less.

The territory is delineated by specific geographic points and directions starting from a reference point marked 1 on the plan, with precise distances and bearings to subsequent points forming the boundary.

All issuances, orders, rules, regulations, or parts thereof that are inconsistent with EO No. 94 are repealed, amended, or modified accordingly.

Section 4, the Separability Clause, states that if any provision is declared invalid or unconstitutional, other provisions not affected shall remain valid and subsisting.

It took effect immediately upon publication in a newspaper of general circulation.

Delineating the Port Zone facilitates proper zoning, planning, and development of port facilities to support the shipping trade demands within the region.
