Republic Act No. 6953 declares September Nine of every year as a special non-working public holiday in the City of Cebu and the Province of Cebu with its component cities, and a special working public holiday in the rest of the country.

The City of Cebu and the Province of Cebu, including its component cities, observe September Nine as a special non-working public holiday.

In the rest of the country, September Nine is observed as a special working public holiday.

Batas Pambansa Bilang 937 is amended accordingly by RA No. 6953.

RA No. 6953 took effect fifteen (15) days following its publication in two national newspapers of general circulation.

Corazon C. Aquino was the President of the Philippines when RA 6953 was approved on May 22, 1990.

The Act was signed by President of the Senate Jovito R. Salonga and Speaker of the House Ramon V. Mitra, with secretaries Edwin P. Acoba and Quirino D. Abad Santos, Jr. acting as the secretaries of the Senate and House of Representatives respectively.

The purpose is to honor the legacy and memory of the late President Sergio Osmena, Sr.
