To implement the Cotabato–Agusan River Basin Development Program by creating the Cotabato–Agusan River Basin Program Office and an Executive Committee for the Program, and to authorize operating funds for the Office and field offices.
It is attached to the Department of Public Works, Transportation and Communications and under the supervision of the Executive Committee created under Section 2.

The Secretary of Public Works, Transportation and Communications chairs it. Members include the Secretary of Economic Planning, Secretary of Agriculture, Secretary of Natural Resources, Secretary of Energy, Presidential Assistant on Economic and Development Affairs, heads of key agencies (e.g., NIA, NPC), the Commissioner of Region XII, and the Chairmen of the Regional Development Councils of Regions X and XI.
Examples include: formulating policies/guidelines for implementation and management; overseeing coordination of planning and implementation; authorizing the Program Director or implementing agencies to prepare feasibility studies; arranging/negotiate with financial institutions for funding; reviewing consolidated plans/budgets/work programs; calling upon government units for assistance.
A Program Director appointed by the Executive Committee.
Must be a natural-born Filipino citizen, of legal age, of good moral character, and with a proven record of competence in administration and management of infrastructure, agricultural and related programs.
Until completion of the Program unless removed earlier for cause by the Executive Committee.
To review and integrate plans/programs/projects/budget proposals for Executive Committee consideration and forward them to the Budget Commission for release of funds, and to manage coordination of implementing agencies in planning and implementation.
To monitor progress, evaluate effects of Program execution, and submit quarterly periodic progress reports to the Executive Committee and the Office of the President.
Principal offices: Davao City. Field Offices: Cagayan de Oro City and Cotabato City.
It covers specified municipalities and cities in Agusan del Sur, Agusan del Norte, Davao del Norte, Davao Oriental, Misamis Oriental, Surigao del Sur, Bukidnon, South Cotabato, Sultan Kudarat, Maguindanao, Lanao del Sur, and other areas within the watersheds of the Cotabato and Agusan river basins.
They must submit annual project plans, budgets, and corresponding work programs within three months before the start of the ensuing calendar year, for Executive Committee approval.
They must submit financial and work plans for every request for budget release and periodic reports containing results of their operations.
Three million pesos (P3,000,000) appropriated out of funds of the National Treasury not otherwise appropriated as operating funds of the Program Office and the two field offices.
Funds sufficient to fully carry out the objectives of the Program shall be appropriated every fiscal year in the General Appropriations Act.
If any provision is invalid, the remainder of the decree continues to be operative.
It repeals or modifies all inconsistent laws/rules/decrees. Specifically, Memorandum Order No. 518 (June 16, 1975) is repealed and properties, assets, records, unexpended funds, and necessary personnel of the Inter-Agency Coordinating Committee are transferred to the new Program Office.
