The CAR consists of the provinces of Abra, Benguet, Ifugao, Kalinga-Apayao, Mt. Province, and the chartered city of Baguio.
The purposes include administering government affairs in the region, accelerating economic and social development, and preparing for the establishment of the autonomous region in the Cordilleras.
CAR has authority over the regional administrative system, economic, social, cultural, agricultural, commercial, and industrial development, infrastructure, urban and rural development, education, health and welfare, indigenous laws and cultures, social justice, and other matters as may be authorized by law or the President.
The Assembly is composed of representatives from municipalities, Baguio City, non-governmental organizations, and tribes. It is the policy-formulating body that harmonizes the interests and aspirations of the peoples of the Cordilleras.
The Executive Board is the development body and implementing arm of the CAR, responsible for executing policies and programs, headed by appointed members including the mayor and provincial governors.
The Executive Director is appointed by the President from among the Executive Board members and acts as the Chief Executive Officer of the CAR, presides over Board meetings, initiates budgets and reports, supervises personnel, and coordinates committees and the Cordillera Bodong Administration.
The CBA is incorporated as a commission within CAR responsible for promoting tribal customs, fostering unity, observing traditional governance processes, preserving social and economic systems, and performing functions of Executive Committees.
An initial appropriation from the National Treasury was made for the fiscal year 1987, with annual appropriations included in the General Appropriations Act thereafter. The CAR manages funds in accordance with resolutions, rules, and regulations consistent with national laws.
CAR and local government units in the region shall have at least a 50% share of taxes and revenues generated, distributed among barangays, municipalities, provinces/cities, and the CAR, with oversight from the Department of Finance and relevant agencies.
