The main purpose is to create a Presidential Commission for the restoration, conservation, and preservation of the Vigan Heritage Village and Tourism Complex, ensuring its overall development, management, and promotion.
The Vigan Heritage Village Commission is created under the Office of the President.
The Commission is chaired by the Secretary of Tourism and co-chaired by the Governor of the Province of Ilocos Sur.
Key members include the Department of Tourism, Province of Ilocos Sur, Philippine Tourism Authority, Department of Public Works and Highways, Department of Interior and Local Government, Department of Trade and Industry, Department of Education, Culture and Sports, Presidential Management Staff, Municipality of Vigan, Project Management Office of North Quad Commission, and Regional Development Council, Region I.
The three private sector representatives are members appointed by the President to participate in the Commission's planning, coordination, and development efforts for the Vigan Heritage Village and Tourism Complex.
The functions include preparing the master plan for Vigan Heritage Village, reviewing and submitting plans to the President, coordinating program planning and monitoring, studying policy measures for environmental protection and sustainable development, encouraging government and NGO support, endorsing annual budgets, submitting reports to the President, managing funds, promoting private sector participation, and conducting advocacy and investment promotion activities.
The ExCom supervises the day-to-day operations of the Commission and is composed of not more than one third of the total Commission members. It takes actions that must be confirmed by the full Commission.
The TWG is headed by an Executive Director appointed by the President and serves as the technical secretariat for the Commission, managing the daily activities of the Vigan Heritage Village Project.
The initial operational funds of Two Million Pesos (P2,000,000.00) come from the President's Contingent Fund, Department of Tourism funds, and local government funds of the concerned provincial and municipal units.
All executive issuances, orders, rules, and regulations or parts thereof inconsistent with Executive Order No. 358 are revoked or modified accordingly.
