The Philippine Commission on the Promotion and Development of Sports Scuba Diving is established to promote scuba diving tourism, ensure safety standards, and conserve marine resources in the Philippines.

It directs the creation of the Philippine Commission on the Promotion and Development of Sports Scuba Diving, to formulate safety and regulatory standards and to promote development of scuba diving activities in the country.

The Minister of Tourism is designated as Chairman.

It is composed of: (1) the Minister of Tourism (Chairman); (2) one member from the Ministry of Youth and Sports Development; (3) one member from the Ministry of National Defense; (4) one member from the Ministry of Natural Resources; and (5) five other members from diving communities and industries, appointed by the Chairman.

They are appointed by the Chairman (the Minister of Tourism).

To promulgate programs and projects geared to developing the country as a premier diving area in Asia.

To formulate rules, regulations, safety standards, and operating procedures to implement the development of Sports Scuba Diving.

It must undertake studies, research, and surveys for possible incentives to the private sector for projects and programs beneficial to the development of scuba diving tourism, within the framework of related presidential decrees.

It limits incentives and private-sector projects to those within the framework of related Presidential Decrees, meaning alignment with existing legal instruments is required.

The Commission is expressly directed to formulate and implement programs on marine conservation, particularly in areas of high touristic value.
