Executive Order No. 468, issued on July 14, 1976 by President Ferdinand E. Marcos, creates a Philippine permanent committee to support the Joint Philippine-Romanian Scientific and Technological Commission contemplated under an Agreement between the Philippines and Romania. Its purpose is to strengthen friendly relations and promote mutual scientific and technological cooperation.
Article VII provides that the Contracting Parties agree to establish the Joint Commission within six (6) months from the last notification of approval of the Agreement.
The Joint Commission is to be composed of an equal number of representatives of the Contracting Parties.
The Joint Commission will meet alternatively in the Philippines and Romania.

Yes. It may call upon the assistance of any government agency, corporation, or instrumentality, as well as any private entity, on an ad hoc basis.
Such advisers as may be required for the meetings of the Joint Commission are appointed by the Chairman with the concurrence of the Philippine Permanent Committee.
Technical assistance and secretariat services are extended by the National Science and Development Board, subject prospectively to the creation of a Permanent Secretariat therein as the need arises.
The executive order establishes a Philippine counterpart (the Permanent Committee) that will support and help facilitate the performance of functions connected to the Joint Commission contemplated by the Agreement.
It states it is issued 'by virtue of the powers vested in me by the Constitution,' indicating presidential authority to create such an inter-agency committee through an executive issuance.
It was done in the City of Manila on July 14, 1976, signed by President Ferdinand E. Marcos, with certification/by notation by Carlos P. Romulo (By the President).
It indicates that while the National Science and Development Board currently provides secretariat services, there is a planned future possibility of establishing a dedicated permanent secretariat within that agency when needed.
