The main purpose is to create the Metropolitan Waterworks and Sewerage System (MWSS) and dissolve the National Waterworks and Sewerage Authority (NWSA) to ensure proper operation and maintenance of waterworks and sewerage systems for public health and safety.
MWSS has jurisdiction over the cities of Manila, Pasay, Quezon, Cavite, Caloocan; municipalities of Antipolo, Cainta, Las Pinas, Makati, Malabon, Mandaluyong, Marikina, Montalban, Navotas, Paranaque, Pasig, Pateros, San Juan, San Mateo, Taguig, Taytay in Rizal Province, municipalities of Bacoor, Imus, Kawit, Noveleta, Rosario in Cavite Province, and Valenzuela in Bulacan.
