Barrios Bayho, Bonifacio, Cag-amesarag, Cag-aguingan, Curry, Gen. Luna, Getigo, Genaronagan, Hibonawan, Lope de Vega, Lower Caynaga, Mahipid, Magsaysay, Osmefia, Paguete, Roxas, Sampaguita, San Francisco, San Miguel, San Jose, Somoroy, and Upper Caynaga were separated and constituted into the Municipality of Lope de Vega.
The seat of government is at the present site of Barrio Lope de Vega.
Lope de Vega is bounded on the Northwest and North by the Municipality of Catarman; on the East by the Municipality of Mondragon; and on the Southwest by the City of Calbayog.
It is described using a series of geographic reference lines identified by point numbers (e.g., lines 1-2-3-...-16) and detailed by bearings, distances, and point-to-point coordinates, starting from a mojon point.
The starting reference point is a mojon located between the municipal boundaries of Calbayog and Catarman at the point of intersection to the Municipalities of San Isidro and Mondragon.
First, there must be a plebiscite in the affected areas and the law requires ratification by the majority of the votes cast. Only after ratification will the President (Prime Minister) appoint the mayor, vice-mayor, and members of the Sangguniang Bayan of the new municipality.

The other officials shall be appointed in accordance with law.
The expenditures for holding the plebiscite are chargeable to appropriations available for the purpose provided in the budget of the Commission on Elections.
It takes effect upon its approval.
While the Act takes effect upon approval, its implementation for appointing key local officials is expressly conditioned on plebiscite ratification by the majority of votes cast in the affected areas.
The approximate area is twenty-eight thousand (28,000) hectares.
It sets boundary segments through numbered lines (e.g., 1-2-3-...-16) for one side and specific numbered points for other sides, then provides detailed bearing-and-distance measurements between successive points.
The plebiscite serves as the mechanism for ratification; only after the majority of votes cast in the affected areas ratify the creation can the President (Prime Minister) appoint the municipal officials named in Section 3.
