The Secretary of Justice serves as the Chairman of the Special Committee for Children.
The members include the Secretary of Social Welfare and Development (Co-Chairman), Chairman of the Commission on Human Rights, Commissioner of the Bureau of Immigration, and representatives with rank not lower than undersecretary from the Departments of Labor and Employment, Tourism, Interior and Local Government, and Foreign Affairs.
Three representatives from private organizations are members, who are nominated by their groups and appointed by the President.
The functions are to report to the President on actions regarding child abuse and exploitation issues, direct other agencies to respond immediately to such problems and report back, and perform other necessary duties to meet the Committee's objectives.
The Council for the Welfare of Children acts as the Secretariat of the Committee.
An initial amount of P10,000,000.00 is authorized to be released from the Presidential Social Fund.
The Executive Order took effect immediately upon its signing on September 14, 1995.
