It must establish a watershed databank management system and submit periodic reports to the Office of the President.

It shall prepare and implement programs/projects relative to the Framework Plan to enhance watershed sustainability and increase geographical and industrial/sectoral productivity.

The council is chaired by the Provincial Government, which has authority to compose a technical secretariat from among its members.

DENR, Office of the President, Department of Energy through the National Power Corporation, National Irrigation Administration, share from foreign grants and aids for the province.

NAMRIA shall provide updated and relevant information, maps, satellite images, and aerial photos to the council.

All national and local agencies are enjoined to fully cooperate and support the council’s mandate.
