All laws, parts of laws, executive orders, or regulations inconsistent with this Decree are repealed or modified accordingly.

The Decree took effect immediately upon its signing on April 3, 1978.

President Ferdinand E. Marcos signed the Decree by virtue of the powers vested in him by the Constitution, with Presidential Assistant Juan C. Tuvera also endorsing it.
