The boundaries begin from the intersection of Marikina Diversion Road and A. Bonifacio Avenue, southward along Marikina Diversion Road until it intersects Marikina River; then southwest along the boundary line of Marikina and Pasig until it meets the boundary between Pasig and Quezon City; finally northward along Quezon City until back to the point of beginning.

The first officials of Barangay Industrial Valley are appointed by the President of the Philippines.

They hold office until their successors are elected or appointed and qualified.

Barangay Industrial Valley shall exist when a majority of votes cast in a plebiscite favor its creation.

The plebiscite is supervised by the Commission on Elections (COMELEC).

The plebiscite must be conducted within six months from the effectivity of the Act.

The Commission on Elections (COMELEC) defrays the expenses of the plebiscite.

The Act took effect upon its approval on March 25, 1982.
