The first officials of Barangay Capri were those elected during the barangay elections held on May 17, 1982, and proclaimed by the Commission on Elections through the Board of Canvassers.

They hold office until their successors have been elected or appointed and qualified.

Barangay Capri shall officially exist when the majority of votes cast in a plebiscite conducted in the affected area under the supervision of the Commission on Elections favors its creation.

The plebiscite is supervised by the Commission on Elections (COMELEC).

The plebiscite must be conducted within six months from the effectivity of the Act.

The expenses for the plebiscite shall be charged to local funds.

The Act takes effect upon its approval.
