Questions (Republic Act No. 171)

The resolution is known and cited as the Resolution Creating the Board of Agriculture.

The objectives are: a) administration and conduct of licensure examination, registration, and licensing of agriculturists; b) supervision and regulation of the practice of the agriculture profession in the Philippines; and c) upgrading of the agriculture profession and professionalization of agriculturists.

Agriculture refers to the art, science, and business of cultivation of the soil, planting of crops, growing of trees, raising of livestock and poultry including the harvesting of such farm products and other related farm activities and practices.

An Agriculturist is a person who is technically qualified and competent to practice the agriculture profession and who has been issued a certificate of registration and professional license by the Board and the Professional Regulation Commission.

The Board is composed of a Chairman and five (5) Members, each representing one of six fields of specialization. They are appointed by the President of the Philippines from a list of three recommendees submitted by the PRC, chosen from nominees submitted by the accredited integrated association of agriculturists.

Qualifications include: natural-born citizenship and residency in the Philippines; at least 40 years old; proven integrity and high moral and ethical values; no final conviction for crimes involving moral turpitude; holder of a Bachelor of Science degree in Agriculture with preferably a master's degree and at least 10 years of practice; not connected with any school granting relevant degrees or review centers.

The Board can promulgate rules and regulations, supervise licensure exams, administer oaths, register and issue certificates/licenses, suspend or revoke licenses, adopt seals and codes of ethics, ensure compliance of educational institutions, hear administrative cases, prescribe CPE guidelines, and other duties to promote and regulate the agriculture profession.

The Board is under the administrative supervision and control of the PRC, which keeps records, provides secretarial and support services, and reviews and approves policies and resolutions of the Board except those of a ministerial nature.

Grounds include fraud in obtaining registration, incompetence, negligence, immoral or unprofessional conduct, malpractice or illegal practice, violation of the resolution or Code of Ethics, among others.

No foreigner shall be admitted to the licensure examination or be registered unless there is a law providing reciprocity allowing Filipino citizens to practice in that foreigner's country on equal terms.
