The university was created under the constitutional mandate that the State shall establish and maintain a complete, adequate, and integrated system of education relevant to the goals of national development.
The University of the Philippines in the Visayas consists of a College of Arts and Sciences, a College of Fisheries, an Institute of Fisheries Development and Research, a Brackishwater Aquaculture Center, a school of development management, a graduate school, a school of development technology, and other units as may be approved and funded.
The main campus is located in Miagao, Iloilo.
The University is headed by a Chancellor who is a member ex-officio of the Board of Regents of the University of the Philippines System and serves as the executive officer of the autonomous university.
The Chancellor prescribes rules for governance, submits academic programs and rules for approval, maintains links with other academic units, submits annual and other reports, recommends budgets, performs delegated functions from the Board of Regents, and ensures efficient administration of the university.
Staffing and compensation are determined in accordance with P.D. No. 1177, P.D. No. 985, and other relevant budget and compensation laws.
Two hundred and ten thousand pesos (P210,000) was released from uncommitted funds of the National Government pursuant to B.P. No. 40 for this purpose.
Funding beginning in calendar year 1981 will be drawn from the funding authorized by Batas Pambansa Blg. 80.
The order took immediate effect upon its issuance on October 30, 1980.
