The Reforestation Administration is placed under the Department of Agriculture and Natural Resources.

All reforestation funds collected pursuant to Republic Act No. 115 shall be turned over to the Administrator of the Reforestation Administration and spent exclusively for reforestation purposes, subject to the approval of the Secretary of Agriculture and Natural Resources.

All areas reforested under this Act shall be considered as permanent forest reserves and shall not be declared agricultural lands after reforestation.

The Secretary of Agriculture and Natural Resources, upon recommendation of the Administrator of the Reforestation Administration, has the authority to declare areas to be reforested and placed under its management, administration, and control.

All personnel currently performing productive reforestation work, as well as all records, supplies, equipment, furniture, vehicles, buildings, improvements, and other facilities related to existing reforestation projects and the Bureau of Forestry's central office in Manila, are transferred to the Reforestation Administration.

The Administrator is appointed by the President of the Philippines with the consent of the Commission on Appointments of Congress.

The Administrator has powers generally conferred upon bureau chiefs and is responsible for organizing personnel into divisions or sections to ensure efficiency, organizing provincial branches, and coordinating with the Bureau of Forestry, subject to the approval of the Secretary of Agriculture and Natural Resources.

All appropriations under the current budget pertaining to the Division of Reclamation and Reforestation of the Bureau of Forestry are transferred to the Reforestation Administration for fulfilling the purposes of the Act.

Republic Act No. 2706 took effect upon its approval on June 18, 1960.
