The Program Management Office for Earthquake Resiliency of the GMMA (PMO-ERG) is created under the Office of the President (OP).
To spearhead operationalization of the Two-Pronged Strategy for an Earthquake Resilient GMMA; integrate all government efforts and fill bureaucratic gaps; fast-track urgently needed interventions (including Annex B action points); and collaborate with relevant government agencies, LGUs, private sector, civil society, and communities.
It is the Government’s immediate and long-term measures to reduce risks and vulnerabilities and strengthen critical infrastructures; the PMO-ERG is tasked to spearhead its operationalization (Annex A).
It must formulate and operationalize the GMMA Resiliency Plan, including the overall government service continuity plan, aligned with MMEIRS and the Guide to Earthquake Resiliency of GMMA.
Key lifelines such as (1) basic needs and utilities (water, food, shelter, electric supply, medical services) pre-positioned strategically in every community/LGU, and (2) effective response mechanisms (command/control and communications, search and rescue and management of dead bodies, fire protection, law and order, transport and mobility) provided by trained personnel with necessary resources and technologies.
It may use existing government facilities such as the Office of Civil Defense’s (OCD) 24/7 Operations Center and other command and operations centers.
To facilitate structural assessment and retrofitting of buildings and other structures in coordination with DPWH, and to monitor/evaluate implementation and enhancement of earthquake resiliency measures such as enforcement of zoning ordinances and adoption of resilient building/construction standards.
To review, audit, monitor, and provide feedback on implementation of earthquake resiliency plans and investment programs of government agencies, LGUs, and the private sector.
Under Section 2(e), PMO-ERG must mobilize Local DRRMCs (LDRRMCs) to achieve effective synergy in implementing earthquake-resiliency interventions on the ground.
It must facilitate the development and conduct of advocacy/communication programs, drills, and exercises to promote preparedness and resiliency at the household and community levels.
PMO-ERG operates under operational control of the President through the CCAM-DRR Cabinet Cluster and reports to the President through the CCAM-DRR Cabinet Cluster Chair.
PMO-ERG is primarily responsible for earthquake preparedness, mitigation, and resiliency measures in the GMMA during the pre-disaster phase, while NDRRMC-OCD handles disaster response during and post-earthquake scenarios.
PMO-ERG must align GMMA resiliency RPPAs with NDRRMC DRRM policies in coordination with OCD, integrate implementation with CCAM-DRR Cabinet Cluster, and assist the NDRRMC Chairperson in implementing RPPAs during post-earthquake scenarios.
Relevant executive departments, agencies, and offices including LDRRMCs and NDRRMC-OCD Regional Offices for NCR, Regions III and IV-A, and the Metro Manila Development Authority (MMDA).
Executive Director: rank and emoluments of an Undersecretary. Deputy Executive Director: rank and emoluments of an Assistant Secretary.
The Executive Director must craft and submit to DBM the proposed organizational and staffing pattern to enable hiring of disaster-preparedness experts and other specialized personnel; DBM is directed to prioritize and facilitate the urgent establishment of PMO-ERG.
Funds for operationalization are sourced from the existing budget of the OP and other funding sources determined by DBM, subject to auditing and government accounting laws; appropriations for succeeding years are incorporated in the regular budget of the OP.
It takes effect immediately and PMO-ERG will exist until a law creating a permanent office is passed by Congress or unless dissolved by the President.
