It is created under the Office of the President.
The Center is headed by the Secretary of the Interior and Local Government as Chairman. The Chief of the Philippine National Police is Vice-Chairman. Other members include the Task Force Chief of the Presidential Anti-Organized Crime Task Force, the Chairman of the Dangerous Drugs Board, the Director of the National Bureau of Investigations, the Commissioner of the Bureau of Immigration, the Chief of the National Prosecution Service, and the Commissioner of the Bureau of Customs.
The Chairman of the Dangerous Drugs Board is one of the members of the NDLEPCC.
The Center has a Secretariat headed by an Executive Director, to be appointed by the Chairman.
He must possess adequate training and experience in the field of dangerous drugs or in law enforcement, law, medicine, criminology, psychology, or social work.
Administrative/Logistics Division; Intelligence and Investigation Division; Plans and Operations Division; Community Involvement Division; Prosecution and Legal Division; and International Cooperation Division.
To prepare and fast track the implementation of the inter-agency anti-drug action plan.
It prepares intelligence and counter-intelligence plans to identify personalities/groups involved in illegal drugs. In coordination with the DDB and subject to existing laws, it may grant monetary rewards or incentives to informants who provide vital information leading to successful prosecution.
Yes. It may coordinate and collaborate with government and non-government organizations, enlist assistance of any department/bureau/office/agency including GOCCs, and use their personnel, facilities, and resources for detection and investigation of drug-related crimes and prosecution of drug traffickers.
It must coordinate with the Department of Justice Witness Protection Security and Benefits Program Committee to evaluate and assess witnesses who may qualify under RA 6981.
Section 2(f) states that the NDLEPCC formulates and implements plans and programs for international cooperation on intelligence and investigation relative to drug trafficking and prevention.
It requires the Center to coordinate and orchestrate the support and participation of LGUs and NGOs in the anti-drugs campaign down to the barangay level.
Examples include: recommending enactment of appropriate anti-illegal drugs laws and issuances; performing other tasks as the President may direct; coordinating and collaborating with the DDB for demand reduction, rehabilitation, education and information programs; and preparing the inter-agency anti-drug action plan.
The text lists, among others: Department of Health, Department of Justice, Department of National Defense, Department of Education, Culture and Sports, Department of Finance, Department of Social Welfare and Development, Department of Labor and Employment, Dangerous Drugs Board, Philippine Information Agency, Philippine National Police, National Bureau of Investigation, National Prosecution Service, Bureau of Customs, Bureau of Immigration, Bureau of Internal Revenue, National Intelligence Coordinating Agency, Armed Forces of the Philippines, Economic Intelligence and Investigation Bureau, Philippine Coast Guard, Philippine Postal Corporation, and other agencies as needed.
The NDLEPCC shall promulgate rules and regulations to implement the executive order.
An initial allocation of P150,000,000.00 drawn from the President’s Contingency Fund.
It takes effect immediately (Section 6).
