To enhance efficiency in government by rationally distributing functions: placing all public works construction/maintenance under one ministry, and restructuring control and supervision of transportation and communications under another.
A Ministry of Public Works and a Ministry of Transportation and Communications.
The Minister of Public Works, assisted by one career Deputy Minister (unless otherwise determined by the President).
The Minister of Transportation and Communications, assisted by one career Deputy Minister (unless otherwise determined by the President).
Construction, maintenance and repair of portworks/harbor facilities/lighthouses/navigational aids/shore protection works, airport buildings and associated facilities, public and school buildings, monuments and related structures; and harbor/river dredging, reclamation, water supply, and flood control and drainage works.
Ministry proper includes the Office of the Minister plus specific services/staff listed; it also has four bureaus (Buildings; Ports/Harbors/Reclamation; Water Supply; Flood Control and Drainage) and regional offices.
The Office of the Minister has direct line supervision over bureaus and regional offices; the bureaus are staff with functional supervision only; regional offices are operating arms that implement plans and programs.
To promote a dependable and coordinated transportation network; guide investments for inter-modal systems for safety/service/cost effectiveness; impose measures to protect economic viability and prevent inefficiencies/distortions; provide/extend/operate telecommunications services where warranted while maintaining reasonable rates; develop an integrated nationwide transmission system meeting standards; establish/maintain international switching; encourage domestic telecom industry development; and provide a safe/fast/reliable postal system.
Coordinate/supervise transportation and communications activities; formulate and recommend national policies and guidelines; establish/administer integrated programs and may involve other agencies/organizations; regulate activities and prescribe/collect fees; direct R&D programs; and perform other necessary functions.
Ministry proper (Office of the Minister plus Administrative, Financial and Management, and Planning Services), four bureaus (Land Transportation, Air Transportation, Telecommunications, Posts), and the National Telecommunications Commission.
The Land Transportation Commission is renamed as the Bureau of Land Transportation and continues regulatory/enforcement functions including registration of public utility vehicles and enforcement of Board of Transportation decisions; its Director is an ex-officio member of the Land Transportation Division of the Board of Transportation.
Renamed as the Bureau of Air Transportation, which continues functions on policies/plans/standards and on promotion/development of airport facilities; repair and maintenance are its responsibility; however, construction of runways and terminal buildings and related structures is done by the Ministry of Public Works or Ministry of Public Highways at the instance of the Bureau.
It integrates the Board of Communications and the Telecommunications Control Bureau into a single entity known as the National Telecommunications Commission.
Issue Certificates of Public Convenience; establish/regulate areas of operation and prescribe charges/rates (subject to exceptions); grant radio frequency permits and allocate frequency series; establish rules/standards/specifications for CPC; coordinate to improve service; promulgate public-safety rules and encourage effective use/competition where feasible; supervise/inspect operations; examine and license radio operators; register radio transmitters and transceivers; and perform other functions prescribed by law.
They are exempt from the EO’s provisions, except they must use frequencies allowed/assigned by the NTC.
Attached to Public Works: Communications and Electricity Development Authority, Philippine Ports Authority, Central Luzon-Cagayan Valley Authority, National Irrigation Administration, MWSS, Farm Systems Development Corporation, Local Water Utilities Administration, and Metro Manila Flood Control and Drainage Council; the National Water Resources Council and Pasig River Development Council are under administrative supervision of the Ministry. Attached to Transportation and Communications: Philippine National Railways, Maritime Industry Authority, Philippine Aerospace Development Corporation, and Metro Manila Transit Corporation.
