Executive Order No. 825 creates Regional and Provincial Anti-Hunger Task Forces to facilitate coordination, complementation, and convergence of services and resources for the implementation of the Accelerated Hunger-Mitigation Program (AHMP) in priority areas, widening program reach among poor and hungry households.
The AHMP is implemented by national government agencies based on the attached hunger-mitigation program framework, in cooperation with local government units (LGUs).
The national Anti-Hunger Task Force (AHTF) created by Executive Order No. 616 (signed 3 April 2007) is referenced as the counterpart.
The Secretary of Health and the chair of the National Nutrition Council (NNC) Governing Board was tasked to lead the national AHTF, and DOH-NNC was designated as the oversight agency of the AHMP.
The Regional/Provincial Anti-Hunger Task Forces are created under the umbrella of the Regional Nutrition Committee (RNC) at the regional level and the Provincial Nutrition Committee (PNC) at the provincial level.
At the regional level, the task force includes DA (with PCA, BFAR, NFA, NIA), DAR, DBM, DENR, DepEd, DOH (with NNC and Population Commission), DILG (with PNP), DOLE (with TESDA), DPWH, DSWD, DOTC (with PPA and/or Port District Office; and Philippine Coast Guard), DTI, NEDA, AFP (Philippine Navy and Philippine Army), representatives from LPP and Liga ng mga Barangay (regional chapters as applicable), NGOs/faith-based organizations, and others as decided by the RNC.
At the provincial level, the task force is under the provincial nutrition committee and includes provincial government offices (Office of the Governor; provincial planning, nutrition, health, population, budget, social welfare, agriculture, veterinary, and local livelihood office if available), representatives from leagues of municipalities and barangay federations, national agencies with provincial offices (e.g., DA units, DAR, DENR, DepEd, DOH, DILG/PNP, DOLE, DPWH, DTI, PPA/PIA where listed, TESDA, AFP), NGOs/faith-based organizations, and others as decided by the PNC.
It coordinates with the national and provincial AHTF, oversees AHMP implementation, ensures convergence of services of national agencies and LGUs, monitors implementation through monthly progress report review, regular meetings, annual implementation reviews, site visits, and provides horizontal and vertical feedback.
Through (1) review of monthly progress reports, (2) regular meetings for updates and resolution of issues, (3) annual program implementation review to assess accomplishments and gaps, (4) regular project site visits, and (5) provision of feedback both vertically and horizontally.
The regional heads of member agencies serve as the anti-hunger focal person for their agency and ensure smooth implementation of their AHMP component programs, timely disbursement of funds, convergence with other collaborating agencies, monitoring and reporting progress to the department secretary (copy furnished NNC-RO), conducting annual in-house reviews, advocating sustained support, and providing correct public information.
It coordinates with the Regional Kalahi Convergence Group to complement the AHMP with other poverty-alleviation efforts in the province and region.
It serves as the oversight agency for AHMP implementation at the regional level, organizes the RAHTF, monitors AHMP component implementation, prepares monthly progress reports to the RAHTF and NNC central office, and maintains an AHMP database for program management use.
It formulates an annual AHMP provincial plan, coordinates and oversees implementation of the provincial hunger mitigation plan, ensures convergence of services from national agencies and LGUs, assists municipal and barangay governments in resource generation, monitors implementation via monthly progress reports, meetings, annual reviews, site visits, and feedback, and leads advocacy and provides public updates on the program.
The Governor is encouraged to organize and chair the PAHTF, serve as anti-hunger champion, integrate hunger mitigation programs in the province’s annual investment plan, lead/supervise formulation and implementation of the provincial hunger mitigation plan, ensure beneficiary participation, and ensure that poor and severely hungry families—especially those with out-of-school children—are identified and assisted.
They are encouraged to integrate hunger-mitigation programs into their annual investment plans, ensure smooth implementation and timely disbursement, ensure complementation with provincial and national programs, monitor and report progress to the governor through designated local focal persons/office, advocate sustained support, provide correct public information, and offer other needed assistance to the PAHTF.
It takes effect immediately after publication in a national newspaper of general circulation.
For ARMM, it provides that reporting could be to the Regional Governor (preferably with a copy to counterpart secretaries at the national level), and the Regional Governor could designate the region’s oversight agency to perform the NNC regional oversight functions.
