Executive Order No. 621 establishes the municipality of Tabuelan in Cebu, delineating its boundaries and ensuring the financial viability of both Tabuelan and the remaining municipality of Tuburan.

The creation of the Municipality of Tabuelan is pursuant to the provisions of section sixty-eight of the Revised Administrative Code and upon the recommendation of the Provincial Board of Cebu as provided in Executive Order No. 621 dated September 23, 1953.

The barrios included in the Municipality of Tabuelan are Tabuelan (which serves as the seat of the municipal government), Tabunok, Olivo, Tigbawan, Maravilla, and Cantoba-on, all formerly part of the municipality of Tuburan.

The municipality of Tuburan will retain its present territory except for the barrios enumerated (Tabuelan, Tabunok, Olivo, Tigbawan, Maravilla, and Cantoba-on) which are now included in the Municipality of Tabuelan.

The Municipality of Tabuelan begins to exist upon the appointment and qualification of its mayor, vice-mayor, and a majority of the councilors, as well as upon certification by the Secretary of Finance that it is financially capable of meeting statutory and essential municipal obligations.

The Secretary of Finance must certify that Tabuelan is financially capable of implementing the provisions of the Minimum Wage Law, fulfilling all statutory obligations, and providing ordinary essential municipal services.

The mother municipality of Tuburan, after losing the barrios to Tabuelan, must still be able to maintain its municipal government creditably, meet all statutory obligations, and provide ordinary essential municipal services.

The President who signed Executive Order No. 621 was Elpidio Quirino.

The seat of the municipal government for the newly created Municipality of Tabuelan is the barrio of Tabuelan itself, indicating where the municipal administrative center will be located.

The Provincial Board of Cebu recommended the creation of the Municipality of Tabuelan, which is a necessary step prior to the issuance of the executive order for its creation.

The certification ensures that the new municipality can sustain its governance, meet legal obligations including labor laws like the Minimum Wage Law, and provide essential services, thus preventing the creation of financially non-viable local government units.
