It indicates the President’s act of formally establishing/defining the committee’s composition and legal character as a committee created/constituted by executive issuance.
It includes both: members by virtue of office (ex officio), named individuals, and representatives from recognized organizations (e.g., chamber of commerce, women’s clubs).
It further amends EO 79 by replacing/restating the first paragraph with a new text, thereby superseding the relevant portion as previously amended.
Because membership determines the committee’s lawful composition and authority to act, including who is empowered to participate in committee actions and, historically, in managing fundraising campaigns.
It suggests inter-agency coordination (multiple cabinet departments), inclusion of financial stewardship (Treasurer and Secretary of Finance), and representation from civil society/organized sectors (chamber of commerce and women’s clubs).
