Q&A (EXECUTIVE ORDER NO. 118)

It seeks to fulfill the constitutional mandate of preserving and developing Philippine culture for national identity and placing arts and letters under the patronage of the State.

The Commission is composed of the Minister of Education, Culture and Sports as Chairman; Ministry of Education, Culture and Sports Deputy Minister for Culture; Director of the National Historical Institute; President of the Cultural Center of the Philippines; Ministry of Tourism Deputy Minister designated by the Minister of Tourism; and a Representative from the Office of the President.

The objectives include fostering national identity and pride through conservation and promotion of cultural patrimony; guaranteeing a climate of freedom for multicultural growth; encouraging artistic and cultural expression in cooperation with the private sector; and working with government and non-government agencies for dissemination of culture and arts.

The Commission can establish a secretariat, conduct consultations, coordinate with various agencies, encourage participation in policy formulation, promulgate rules, effect organizational changes, and assist in resource generation for culture and the arts.

The Commission oversees 14 national committees grouped into three sub-commissions: Sub-Commission on Cultural Heritage, Sub-Commission on the Arts, and Sub-Commission on Cultural Dissemination.

The chairpersons of the fourteen national committees form the National Advisory Board, serving as an advisory body to the Commission.

No change in the reorganization shall be valid except upon prior approval of the President to promote efficiency and effectiveness in public service delivery.

An amount of Ten Million Pesos (P10,000,000.00) is authorized to be set aside from the National Treasury for the Commission’s expenditure.

Notice to or consent of creditors is required and must be complied with before implementing any such reorganizational change.

The Chairman must formulate and enforce a system to periodically and objectively measure and evaluate the Commission's performance and submit the evaluation annually to the President.

The unconstitutional portion shall not nullify other portions as long as the remaining parts can still subsist and be given full effect.
