Executive Order No. 323 establishes the independent municipality of Tukuran in Zamboanga del Sur, segregating it from Labangan and outlining its governance and financial capabilities.

The barrios of Tukuran, Luya, Tinotungan, Militar, and Tagolo, including their respective sitios.

They were segregated from the municipality of Labangan in the Province of Zamboanga del Sur.

The seat of government is at the barrio of Tukuran.

It shall begin to exist upon appointment and qualification of the mayor, vice-mayor, and a majority of the councilors, and upon certification by the Secretary of Finance that it is financially capable to comply with the Minimum Wage Law and statutory obligations and essential services.

That after segregation, Labangan can still maintain creditably its municipal government and provide essential municipal services.

Because the municipality must be financially capable of implementing the Minimum Wage Law, meeting statutory obligations, and providing ordinary essential services of a regular municipality.

Labangan shall have its present territory minus the portions included in the Municipality of Tukuran as delimited by the boundaries stated in the order.

Its boundaries are delimited using natural features (creeks, rivers, shoreline) and geographic/political references (intersection points and the political boundary between Zamboanga del Sur and Lanao), with specified bearings and distances.

At Point 1, the mouth of Bayao Creek.

It intersects the Aurora-Pagadian National Road at Km. 142 (at the point where the boundary goes in a southeasterly direction to point 7).

When it reaches point 8, it intersects the political boundary of Zamboanga del Sur and Lanao; afterward, it follows that political boundary.

From the political boundary it follows to the shoreline to point 9, and then follows the shoreline back to point 1 (mouth of Bayao Creek).
