The EO was issued pursuant to Section 68 of the Revised Administrative Code, upon the recommendation of the Provincial Board of Zamboanga del Sur.
It created the municipality of Tambulig in the Province of Zamboanga del Sur.
They were taken from the Municipality of Molave and the Municipality of Aurora (with specific barrios/sitios enumerated in the EO).
The seat of government is at the barrio of Tambulig.
Examples include: Lower Calolot, Tambulig, Lodiong, Dimalinao (others listed include Libato, Pilocuban, Liason, Mayamaya, Tuloan, etc.).
They are: Tiparak, Tungawan, Kabgan, Lower Lingconan, Lower Usugan, Balocot, Sumalig Island.
It provides a technical description beginning at Point 1 (Dipolo River and National Highway at Dipolo Bridge) and proceeds through Points 2 to 7 using directions (northeasterly, due north, due east, due south, southeasterly), distance measures, and natural/constructed features (creeks, provincial boundaries, national highway, Pangil Bay, Dipolo River).
It indicates that the territorial limits were determined using a survey/plot plan prepared by the Office of the Highway District Engineer based on an official sketch/map, and that description is incorporated as the legal delimitation of the municipality.
It begins to exist upon (1) appointment and qualification of the mayor, vice-mayor, and a majority of the councilors; and (2) certification by the Secretary of Finance that Tambulig is financially capable of implementing the Minimum Wage Law and providing statutory obligations and essential services, and that Molave and Aurora can still function creditably after segregation.
That Tambulig can implement the Minimum Wage Law and meet statutory obligations/ordinary essential services of a regular municipality; and that Molave and Aurora, after territorial segregation, can still maintain their municipal governments, meet their obligations, and provide essential services.
Their present territories shall be reduced by excluding the portions included in Tambulig, as delimited by the EO’s technical description.
Appointment and qualification of the mayor, vice-mayor, and a majority of the councilors of Tambulig.
That the creation is not purely nominal; it depends on financial readiness to comply with labor standards (Minimum Wage Law) and statutory obligations/essential services, subject to Secretary of Finance certification.
To ensure the new municipality has the financial capacity to implement labor standards and thus can bear statutory obligations and ordinary essential services as a regular municipality.
It emphasizes that Tambulig must be able to provide all statutory obligations and ordinary essential services of a regular municipality.
