Questions (EXECUTIVE ORDER NO. 42)

Executive Order No. 194 is an order creating the municipality of San Ricardo in the province of Southern Leyte, Philippines.

The municipality of San Ricardo was created pursuant to Section 68 of the Revised Administrative Code.

San Ricardo consists of the barrios and sitios of Pintuyan, specifically San Ricardo, Cogon, Lobo, Alangalang, Cabutan, Benit, Timba, Camang, Buenavista, Esperanza, Pinut-an, Kinachawa (Kinatsawa), San Ramon, Bitoon, Saub, and Capingkit.

The seat of government of San Ricardo is located at the barrio of San Ricardo.

The boundaries start from the mouth of a creek west of sitio Capingkit, upland along the creek passing Mesyong Dotarot Bridge, to various corners and lines described in forestry projects and timberland blocks, including the boundary of Liloan and Pintuyan, then to the seashore point along the Beach of Surigao Strait, closing back to the starting point.

The municipality of Pintuyan retains its present territory minus the portions that are included within the territory of the newly created municipality of San Ricardo.

San Ricardo shall begin to exist upon the appointment and qualification of its Mayor, Vice-Mayor, and a majority of councilors, and upon certification by the Secretary of Finance that San Ricardo and Pintuyan can financially sustain their respective municipal governments and obligations.

The Secretary of Finance certifies the financial capability of both San Ricardo and Pintuyan municipalities.

The municipality must appoint and qualify its Mayor, Vice-Mayor, and majority of councilors, and must be certified financially capable of providing all statutory obligations and essential municipal services.

President Diosdado Macapagal signed the order, with Salvador L. Mariao as Acting Executive Secretary.
