The barrios of Abaca, Asisig, Bantayam, Cabugao Nuevo, Cabugao Viejo, Camiri, Catan-agan, Compo, Cubay, Dacal, Dumilis, Garita, Gines Nuevo, Imbang PequeAo, Imbisad-an, Iprog, Lip-ac, Madarag, Mapili, Paga, Palge, Quinolpan, Romagayray, San Antonio, San Enrique, and Tambunac.

The seat of government of the municipality of San Enrique is at the barrio of San Enrique.

The municipality of San Enrique begins to exist upon the appointment and qualification of the mayor, vice-mayor, and a majority of the councilors thereof and upon certification by the Secretary of Finance regarding its financial capability.

The Secretary of Finance must certify that San Enrique is financially capable of implementing the Minimum Wage Law, providing all statutory obligations and essential municipal services, and that the mother municipality Passi can still maintain its government and obligations after segregation.

Section sixty-eight of the Revised Administrative Code empowers the creation of the municipality.

The municipality of Passi retains its territory minus the barrios that were segregated to form San Enrique.

President Carlos P. Garcia approved and signed the Executive Order, with Fortunato De Leon as Executive Secretary.

San Enrique must be able to implement the provisions of the Minimum Wage Law, meet all statutory obligations, and provide ordinary essential municipal services.

To ensure that both the new municipality San Enrique and the mother municipality Passi are financially capable of maintaining their respective governments and obligations after the segregation.
