Dapa and Numancia retain their present territories minus the territory comprised in the municipality of Socorro.
Upon the appointment and qualification of the mayor, vice-mayor, and a majority of the councilors, and upon the certification by the Secretary of Finance that the municipality is financially capable and that Dapa and Numancia can still maintain their governments and meet obligations.
The Secretary of Finance must certify that Socorro is financially capable of implementing the Minimum Wage Law and providing statutory obligations and essential services of a regular municipality; and that Dapa and Numancia, after segregation, can still maintain credibility and meet statutory and contractual obligations and essential municipal services.
To ensure the new municipality can fund statutory obligations and essential services (including compliance with the Minimum Wage Law), and that the remaining municipalities (Dapa and Numancia) can still function effectively and meet their obligations.
