From the municipality of Tiaong, in the province of Quezon.
Section 68 of the Revised Administrative Code.
The Provincial Board of Quezon recommended the creation of the municipality.
At the barrio of Buliran.
Tiaong shall have the same territory minus that comprised in the Municipality of San Antonio.
Upon the appointment and qualification of the mayor, vice-mayor, and a majority of the councilors, and upon required certifications by the Secretary of Finance regarding financial capability and Tiaong’s ability to continue.
That San Antonio is financially capable of implementing the Minimum Wage Law, providing statutory obligations and ordinary essential services of a regular municipality.
That Tiaong, after segregation, can still maintain its municipal government creditably, meet statutory and contractual obligations, and provide essential municipal services.
The mayor, vice-mayor, and a majority of the councilors.
They refer to the basic services expected of a regular municipality; they are relevant because financial capability must be certified to ensure San Antonio can provide for these services and statutory obligations.
The Minimum Wage Law.
Segregation of specified barrios from Tiaong → formation of San Antonio → appointment and qualification of key local officials → Secretary of Finance certification on financial capability for statutory obligations and services (including assurance that Tiaong can still function).
After segregation, Tiaong must still be able to maintain its municipal government creditably, meet statutory and contractual obligations, and provide essential services.
