Executive Order No. 143 establishes the municipality of Kiblawan in Davao, delineating its boundaries from the municipality of Sulop and requiring the appointment of local officials and financial certification for its governance.

Bagumbayan, Paitan, Kiblawan, Kibungbung, Manual, New Sibonga, Maraga-a, Ihan, Bunot, Latian, Balasiao, Apik, Dapok, Guminom, Gogon-Bakaka, Pukaliil, Gucamlot, Pulatana and Daan-Mali.

The mother municipality is Sulop.

Sulop was left with its present territory minus the portions included in Kiblawan.

It began to exist upon the appointment and qualification of the Mayor, Vice-Mayor, and a majority of the councilors, and upon the Secretary of Finance’s certification that the municipality is financially capable and that Sulop can still meet its obligations and services.

(1) The Secretary of Finance must certify that Kiblawan can provide statutory obligations and ordinary essential services of a regular municipality; and (2) the same certification must confirm that Sulop, after segregation, can still maintain creditably its municipal government, meet obligations, and provide essential municipal services.

The creation was approved by the House of Representatives through House Bill No. 4443.
