The President of the Philippines has the authority to create the Reparations Committee and designate its Chairman and two members.
The duties include preparing draft schedules for reparations goods and services from Japan, processing and evaluating applications for these reparations, receiving and storing reparations goods, drafting rules and regulations for public guidance, and coordinating with the National Economic Council.
The Reparations Committee is composed of a Chairman and two members, all designated by the President of the Philippines.
The Committee must prioritize industries essential to economic development, give preference to Filipino citizens and wholly Filipino-owned corporations, and consider the economic feasibility of projects and applicants' capability to use the goods maximally.
The National Economic Council works in close cooperation with the Committee to ensure coordinated implementation of national economic policies and make appropriate recommendations for disposition of reparations goods and services.
The Committee is authorized to call upon any government department, bureau, office, agency, or instrumentality for the detail of officials and employees and for other assistance needed to accomplish its tasks.
The Committee must draft and submit rules and regulations within fifteen (15) days from its organization.
Widest possible publicity ensures transparency and public awareness about the filing, processing, and consideration of applications for reparations goods and services.
This Executive Order took effect immediately upon its issuance on October 17, 1956.
