Rodrigo Roa Duterte establishes the Program Management Office for Earthquake Resiliency in the Greater Metro Manila Area to enhance preparedness and response strategies against potential catastrophic earthquakes, integrating government efforts and ensuring the resilience of critical infrastructures.

Questions (EXECUTIVE ORDER NO. 52)

The PMO-ERG is created under the Office of the President (OP) and operates under the operational control of the President through the CCAM-DRR Cabinet Cluster.

They include: (1) spearheading the operationalization of the “Two-Pronged Strategy Towards an Earthquake Resilient GMMA”; (2) integrating all government efforts and filling bureaucratic gaps while building on existing resiliency plans; (3) fast-tracking urgently-needed interventions including action points in MMEIRS and the Key Result Areas (Annexes A and B); and (4) collaborating with relevant agencies, LGUs, private sector, civil society, and communities.

It is the primary body responsible for spearheading, orchestrating, and integrating all efforts aimed at enhancing GMMA earthquake resiliency during the pre-disaster phase.

PMO-ERG is primarily responsible for earthquake preparedness, mitigation, and resiliency measures during the pre-disaster phase; NDRRMC-OCD remains responsible for disaster response during and post-earthquake scenarios.

The PMO-ERG is under operational control of the President through the CCAM-DRR Cabinet Cluster and reports to the President through the CCAM-DRR Cabinet Cluster Chair.

The PMO-ERG must align its resiliency programs, projects, and activities (RPPAs) for GMMA with DRRM policies of the NDRRMC, in coordination with the OCD, and integrate operationalization of those RPPAs with the CCAM-DRR Cabinet Cluster.

It must ensure availability and adequacy of key lifelines that can be mobilized immediately after a major earthquake, including pre-positioned basic needs/utilities and effective response mechanisms provided by well-trained personnel and necessary resources/technologies.

It must facilitate the conduct of structural assessment and retrofitting in coordination with DPWH, and monitor and evaluate the implementation and enhancement of earthquake resiliency measures, including enforcement of zoning ordinances and adoption of resilient building and construction standards.

It shall review, audit, monitor, and provide feedback on the implementation of earthquake resiliency plans and investment programs of government agencies, LGUs, and the private sector.

The PMO-ERG shall mobilize LDRRMCs to achieve effective synergy in implementing earthquake-resiliency interventions on the ground.

It must facilitate development and conduct of advocacy and communication programs, drills, and exercises to promote preparedness and resiliency at household and community levels.

It is headed by an Executive Director with rank and emoluments of an Undersecretary, assisted by a Deputy Executive Director with rank and emoluments of an Assistant Secretary.

The Executive Director must craft and submit to DBM a proposed organizational and staffing pattern, including hiring of disaster preparedness experts and other specialized personnel; DBM is directed to prioritize and facilitate urgent establishment.

Government agencies must take proactive steps to guarantee resiliency of all public infrastructures. LGUs must ensure resiliency of private infrastructure and compliance by private entities with the National Building Code; they are also enjoined to go beyond minimum standards to ensure earthquake resilience and compliance with international standards.

The PMO-ERG must submit periodic reports on operations and accomplishments to the CCAM-DRR Cabinet Cluster Chair, with a copy furnished to the NDRRMC.

Funds come from the existing budget of the OP and other funding sources to be determined by DBM, subject to government accounting/auditing laws; appropriations for succeeding years must be incorporated in the regular budget of the OP.

It shall exist until a law creating a permanent office is passed by Congress or unless dissolved by the President.
