Proclamation No. 897, dated January 28, 2020, creates and designates a building known as Silver City 4 and the parcel of land on which it stands, located at Frontera Verde, C-5 corner Ortigas Avenue, Barangay Ugong, Pasig City, as a Special Economic Zone (Information Technology Center) pursuant to Republic Act No. 7916 as amended by Republic Act No. 8748.

The Silver City 4 building has a gross floor area of Thirty Thousand Two Hundred Eighty-Two square meters (30,282 m²), more or less.

The Special Economic Zone is subject to the provisions of RA No. 7916 as amended, its Implementing Rules and Regulations, PEZA Board Resolution No. 00-411 (s. 2000), as amended by several subsequent resolutions including Nos. 11-066 (s. 2011), 15-240 (s. 2015), 17-472 (s. 2017), 16-632 (s. 2016), and 19-014 (s. 2019).

The technical description is based on a portion of Lot 5-B-3-A-1, Psd-00-053582, covered by TCT No. PT-113596, situated in Barangay Ugong, Pasig City, Metro Manila, with boundaries and measurements described in detail in the proclamation.

The Board of Directors of the Philippine Economic Zone Authority (PEZA) recommended the creation of the Silver City 4 Special Economic Zone.

All corners of the land parcel are marked by PS cylinder concrete monuments measuring 15 x 60 centimeters, and all bearings are true, with the technical description certified by qualified surveyors and government officials from DENR-NCR.

The designated area of 3,684 square meters is a portion of the larger 21,697.50 square meters property owned by Ortigas & Company, Limited Partnership, specifically identified as Lot 5-B-3-A-1, covered by TCT No. PT-113596.
