The Philippine Economic Zone Authority (PEZA) Board of Directors' resolutions govern the operations and designation of Special Economic Zones, including resolutions such as No. 00-411 (s. 2000), 11-066 (s. 2011), 15-240 (s. 2015), 17-472 (s. 2017), 14-726 (s. 2014), 18-276 (s. 2018), and 18-421 (s. 2018).

The Proclamation includes a technical description of the parcel of land, its boundaries, directions, distances, bearings, and area, supported by survey data prepared by a private geodetic engineer and verified and checked by the Department of Environment and Natural Resources (DENR) officials.

The proclamation subjects the property to the provisions of RA No. 7916, its implementing rules and regulations, and relevant PEZA resolutions, granting it special economic zone privileges and regulatory treatment consistent with the law.
