The creation and designation of Information Technology Centers in the Philippines is authorized under Republic Act No. 7916, also known as the Special Economic Zone Act of 1995, as amended by Republic Act No. 8748.

The President of the Philippines has the authority to create and designate a building as an Information Technology Center, upon the recommendation of the Board of Directors of the Philippine Economic Zone Authority (PEZA).

The designated Information Technology Center is named Wilcon IT Hub.

The Wilcon IT Hub has a gross floor area of sixty-nine thousand six hundred sixty-five square meters and fifty-seven square decimeters (69,665.57 sqm).

Wilcon IT Hub stands on two parcels of land, Lot 1-A-1-B-2 and Lot 1-A-1-B-1, with an aggregate land area of seven thousand one hundred three (7,103) square meters, more or less.

The designation was made upon the recommendation of the Board of Directors of the Philippine Economic Zone Authority (PEZA).

The designation is guided by PEZA Resolutions No. 00-411 (s. 2000) as amended by Nos. 11-066 (s. 2011), 15-240 (s. 2015), 14-484 (s. 2014), as amended by Resolution No. 14-671 (s. 2014).

Boundaries are: SW by Street Lot 1, Pasong Tamo Extension (20.00 m wide); NW by Lot 1-A-2; NE by Lot 64-A-1-A-3, National Power Corporation (30.00 m wide); SE by Lot 1-A-1-B-1.

The technical descriptions are defined by the subdivision plan Psd-13-010216 and TCT (Transfer Certificate of Title) Nos. 227478 and 227477.

The Special Economic Zone Act of 1995 provides the legal framework for creating special economic zones including Information Technology Centers, which encourages economic development, investment, and innovation within designated zones by providing incentives and regulatory facilitation.
