Republic Act No. 7916, known as the Special Economic Zone Act of 1995, as amended by Republic Act No. 8748, serves as the legal basis for creating and designating Information Technology Centers.
The President of the Philippines, upon the recommendation of the Philippine Economic Zone Authority (PEZA) Board of Directors, has the authority to create and designate buildings as Information Technology Centers under RA No. 7916.

The parcel is bounded on the northwest by Lot 1-D of the subdivision plan, northeast by Road Lot 1 (Diosdado Macapagal Boulevard), southeast by Road Lot 2, and southwest by Lot 2, all part of Pcs-00-009653.
PEZA recommends buildings for designation as Information Technology Centers and oversees the implementation of relevant resolutions and regulations under RA No. 7916.
The Proclamation was signed by then-President Benigno S. Aquino III and the Executive Secretary Paquito N. Ochoa, Jr.
The land description is supported by subdivision plan Psd-00-077567, survey date November 28, 2009, approved December 15, 2009, and original surveys dated March 1, 1958 and May 12-30, 1975, reflected in TCT No. 003-2012000011.
Such designation allows the building to enjoy benefits and incentives under the Special Economic Zone Act, including tax incentives and regulatory concessions to promote IT and IT-enabled services enterprises.
