President Elpidio Quirino creates a Committee to examine and destroy Postal Savings Bank stamp cards and damaged postage stamps, with the Committee responsible for reporting its quarterly transactions to the Auditor General and Director of Posts.

The Committee was created by the President of the Philippines, Elpidio Quirino, upon the recommendation of the Secretary of Public Works and Communications.

The Committee is responsible for examining, counting, and inventorying Postal Savings Bank stamp cards received as deposits, destroying these stamp cards by burning, investigating and fixing responsibility for unserviceable and damaged postage stamps and related items, and destroying unfit items by burning.

The Committee shall meet once every quarter at the call of the Chairman.

The Committee is composed of a representative of the Auditor General as Chairman, a post-office inspector designated by the Director of Posts as a member, and the Assistant Superintendent of the Postal Savings Bank as a member.

The Committee meetings are to be held in the Bureau of Posts.

The destruction is done by burning at a place designated by the Auditor General, in the presence of the Committee members.

The Committee must report its quarterly transactions in writing to the Auditor General and the Director of Posts, and the report must be sworn to by each member of the Committee.

Yes, EO No. 285 supersedes all previous orders on the same subject regarding the examination, counting, and destruction of Postal Savings Bank stamp cards and damaged postage stamps.

The Postal Savings Bank stamp cards received as deposits are in accordance with section 2013 of the Revised Administrative Code.
