Republic Act No. 11308 converts the West Visayas State University (WVSU)-Extension in the City of Himamaylan, Province of Negros Occidental, into a regular campus of the West Visayas State University, to be known as the West Visayas State University-Himamaylan City Campus (WVSU-HCC).

WVSU-HCC is authorized to offer undergraduate and graduate degree programs in advanced education, higher technological, professional instruction and training in arts, science and technology, education, short-term technical-vocational education and training (TVET), master's and doctorate programs related to food production, and other related and relevant fields within its area of specialization.

The governance of WVSU-HCC is vested exclusively in the Board of Regents (BOR) of the West Visayas State University, as created under Presidential Decree No. 2019 and Republic Act No. 8292.

The Campus Administrator must have at least the academic rank of associate professor with at least three years of experience as Department Chair, Director, or Vice President of a College/Unit, must not be over 62 years old at appointment to qualify for reappointment, and must not have reached 65 years old.

The Campus Administrator serves a term of two years and is eligible for reappointment for another term.

The Campus Administrator is appointed by the WVSU President and must be confirmed by the Board of Regents.

All assets, liabilities, personnel, and records of the WVSU-Extension in Himamaylan City are transferred to WVSU-HCC. The positions, rights, and security of tenure of faculty and personnel employed before conversion are respected.

The initial funding for the implementation of the Act shall be charged against the current year's funding of the WVSU-Extension provided by the City of Himamaylan, which shall continue to provide the same funding until the budget for WVSU-HCC is included in the General Appropriations Act.

The Campus Administrator has duties similar to those in other WVSU campuses and represents WVSU-HCC in the Administrative Council and Academic Council of the University.

WVSU-HCC must ensure compliance with the minimum requirements for operation and program offerings as prescribed by the Commission on Higher Education (CHED).

Within 120 days after the approval of the Act, WVSU-HCC shall submit a five-year development plan to CHED, undergo a management audit in cooperation with CHED, and set up its organizational, administrative, and academic structure.

The Act shall take effect fifteen (15) days after its publication in the Official Gazette or any newspaper of general circulation.

If any provision is declared unconstitutional, the remainder of the Act or provisions not affected shall remain in full force and effect (separability clause).

All parcels of land belonging to the government and occupied by WVSU-Extension are transferred and titled under WVSU-HCC. If the campus ceases to exist or the lands are no longer needed, they shall revert to the local government units concerned.
