The Board is composed of the CHED Chairperson as Chairperson; the College President as Vice Chairperson; Chairpersons of the Senate and House Committees on Education; Regional Directors of NEDA, DOST, and DA; Presidents of the Faculty Association, Student Council, and Alumni Association; and two prominent private sector citizens appointed from Ilocos Sur.

The Board can promulgate rules, appropriate funds, import duty-free books, receive donations, fix tuition and fees, adopt socialized tuition schemes, authorize construction, appoint officials, set salaries, approve curricula, award honorary degrees, establish branches and research centers, delegate powers, conduct audits, collaborate with other institutions, enter joint ventures, and extend the President's term under certain conditions.

The President is appointed by the Board upon recommendation of a duly constituted search committee, serves a four-year term with eligibility for reappointment, and in case of vacancy, an Officer-in-Charge may be appointed pending new appointment.
