Included are SLPC in Lucban, Quezon; its units and satellite campuses in Sampaloc, Infanta, Polillo, Tagkawayan, Alabat, and Tiaong; and the Lucena Dual-Tech Livelihood and Training Center in the City of Lucena, all in Quezon.

To primarily provide advanced education and professional/technological instruction in specified fields (e.g., allied medicine, education, engineering, agriculture, etc.), and to undertake research and extension services while providing progressive leadership in its areas of specialization.

RA 9395 authorizes graduate, undergraduate, and short-term technical courses within the listed fields and other degrees/courses within its specialization, subject to the University’s capabilities and Board of Regents decisions.

Existing high schools are transferred to the jurisdiction and supervision of the Department of Education (DepEd), but they may remain and operate within the University campus until their students complete high school education; the University may also operate a reasonably-sized laboratory school if it has a College of Education.

Administration and corporate powers are vested exclusively in the Board of Regents and the President of the University.

It includes the CHED chairperson (chairperson), the University president (vice chairperson), chairs of specific Senate/House education committees, NEDA and DOST regional directors, presidents of faculty/student/alumni federations, and two prominent private-sector citizens from Quezon.

They are appointed by the Board from a list of at least five qualified persons recommended by a search committee constituted by the University president, in consultation with the CHED chairperson and other Board members, based on standards set by the Board.

Quorum is a majority of all Board members holding office at the time of the meeting, with the chairperson or the President present. If the CHED chairperson is absent, a CHED commissioner duly designated may represent him/her with full rights and responsibilities. The President presides in a meeting when the CHED chairperson is absent (subject to the CHED chair’s authority to designate a regular chair).

The President is appointed by the Board upon recommendation of a search committee, serves full-time, has a term of four years, and may be reappointed for another term. The incumbent SLPC president, if qualified, serves as the first University President to ensure transition.

The Board may designate an officer-in-charge pending appointment of a new President. Any successor or officer-in-charge serves only the unexpired portion of the term.

Composed of the President (chairperson) and all academic staff with rank at least assistant professor. It reviews and recommends curricula and rules of discipline, fixes student admission and graduation requirements, and formulates disciplinary and academic policies, subject to Board approval.

No political beliefs, gender preference, cultural/community affiliation, ethnic origin, or religious opinion/affiliation may be inquired into for faculty appointment, subject to Board-set standards/qualifications. Faculty also cannot teach for or against any particular church or religious sect.

The University must provide scholarships and affirmative action programs for poor but deserving students, and no student shall be denied admission due to sex, religion, cultural/community affiliation, or ethnic origin.

All assets, personnel, records, and liabilities/obligations of SLPC are transferred to the University. Positions, rights, and security of tenure of faculty and personnel under existing laws are respected. Government lands occupied by SLPC are declared University property to be titled under the University name, with reversion to concerned LGUs if the University ceases or no longer needs the land.

The amount needed to carry out the Act is charged against the current year appropriations of SLPC, except sums needed to continue operations of existing high schools. Thereafter, necessary funds for continued operation/maintenance of SLSU are included in the annual General Appropriations Act.

Submit a five-year development plan with program budgets to CHED (for DBM recommendation), undergo a management audit with CHED, and set up its organizational, administrative, and academic structures including appointment of key officials.
