It shall also undertake research, extension services, and provide progressive leadership in its specialization areas.

The Board of Regents is composed of the chairperson of CHED (chairperson), the University president (vice chairperson), chairpersons of the Senate and House Committees on Education, regional directors of NEDA and DOST, presidents of the federation of faculty associations, student councils, alumni associations, and two prominent private sector citizens from Quezon appointed by the Board.

The Board can promulgate rules, manage funds, approve curricula, set tuition fees, appoint officials, establish research centers, award honorary degrees, approve admission policies, and enter into joint ventures among others, to administer and develop the University efficiently.

The president is appointed by the Board of Regents upon recommendation of a search committee and serves a term of four years, eligible for reappointment for another term.
