RA No. 11755 converts and integrates the Ilocos Sur Polytechnic State College (ISPSC) and the North Luzon Philippine State College (NLPSC) into the University of Ilocos Philippines (UIP). The main campus is in the City of Candon, Province of Ilocos Sur.

Upon effectivity, notwithstanding compliance with CHED requirements for university status, the NLPSC is immediately integrated into the existing ISPSC as a regular campus (known as the ISPSC a Main Campus).
It becomes effective only upon CHED’s determination and declaration—based on a panel’s recommendation—that the institution has complied with the university status requirements under CHED Memorandum Order No. 46, series of 2012 (with substantial compliance being sufficient for the panel’s recommendation).
The UIP primarily provides advance education, higher professional and technological instruction, technical and vocational education and training in fields such as humanities, engineering, science and technology, agriculture, business and entrepreneurship, and other relevant areas; and it undertakes research, extension services, and production activities supporting socioeconomic development of Ilocos Sur and Region I.
The UIP shall offer short-term technical-vocational, undergraduate, graduate courses, and post-graduate programs, within its competency and specialization, as determined by the Board, including fields listed in the Act (e.g., agriculture, education, business administration, technology, engineering, architecture, health sciences, criminal justice education, among others).
The reasonably-sized laboratory junior high school continues to operate under supervision of the College of Education. Existing and future technical-vocational courses or programs under TESDA supervision shall continue to be offered in the UIP.
Corporate powers are exercised exclusively by the Board and the President of the UIP. The Act states that general corporate powers are set forth in Republic Act No. 11232 (Revised Corporation Code of the Philippines).
The Board is chaired by the Chairperson of the CHED and co-chaired by the President of the UIP. Members include specified Senate and House committee chairs, regional directors (NEDA, DOST, DA, TESDA), presidents of faculty/student/alumni federations, two prominent private-sector citizens, and others required/identified in the Act.
They are appointed by the Board from a list of at least five (5) qualified persons from Ilocos Sur recommended by a search committee constituted by the President of the UIP, in consultation with the CHED Chair and other Board members. They serve for a term of two (2) years from appointment.
The Board fixes and adjusts tuition fees and necessary school charges after due consultation. Fees and charges—including government subsidies and other income generated by the UIP—constitute special trust funds deposited in authorized government depository banks. Income generated from tuition/auxiliary services/land grants is retained by the UIP and may be disbursed by the Board for instruction, research, extension, and other UIP programs, with fiduciary fees disbursed only for their specific purposes.
Within 120 days, the UIP must: (a) submit a five-year development plan (program and budget) to CHED for recommendation to DBM; (b) set up its organizational, administrative, and academic structure including appointment of key officials; and (c) undergo a management audit in coordination with CHED.
The UIP President is appointed by the Board subject to guidelines/standards, based on a search committee recommendation. The term is four (4) years, renewable for another term. To ensure smooth transition, the incumbent ISPSC President, if qualified, serves as the first UIP President.
The Board convenes regularly once every three (3) months; special meetings may be called when necessary with written notice at least three (3) days prior. Quorum is majority of all members holding office, and the Chairperson of the Board or the UIP President must be present.
All assets, personnel, records, liabilities/obligations of ISPSC and NLPSC are transferred to the UIP, respecting positions and security of tenure of faculty and personnel under existing laws. Parcels of land occupied by ISPSC and NLPSC are declared property of the UIP and must be titled in its name; if UIP ceases/abolished or lands are no longer needed, they revert to the concerned LGU or the Republic of the Philippines.
Importation of economic/technical/cultural books or publications for specified educational/scientific/cultural purposes is exempt from customs duties upon CHED certification (CMTA). Grants, bequests, endowments, donations, and contributions used actually, directly, and exclusively for educational purposes are exempt from donor’s tax and allowed as allowable deductions from gross income of the donor under the NIRC, as amended.
